"We decided to create a binder for parents coming in with special education children," she said. "We hope this will help them feel organized, and not overwhelmed by paperwork."

Walker said the group wants to increase its visibility.

"We have bulletin boards in each school," she said. "We also have a Facebook page, which has a link on the school website. The biggest challenge is getting parents to participate."

Chairman Edward Goddard said the school committee would try to help the council's efforts.

"Do we tell parents at every [Individualized Education Plan] meeting that this exists?" he said. "If you can figure out a way that we can assist you, let us know."

Committee member Tracey Murphy suggested the council pool its efforts with the district's parent-teacher organization, noting that some of its workshops cover universal themes.
