Any panel that is formed should alsoRead More consider the ignorance of those who take on a pet without knowing the expense and responsibility of pet ownership. Education , background checks, including income and credit history, should be considered before a person is allowed to adopt a pet. I don't know if dependent children are still allowed to walk into a pet store and walk out with a living creature. But that should be stopped. In other words, maybe the same laws that we use to children from negligence and abuse in the adoption/foster care process would be a good guide. Maybe a permitting process for prospective pet ownership is in order. And any costs associated with revamping, implementing and enforcing these laws should never become a burden on the taxpayer. It must be a self funded system by those who are willing and able to take on a pet. A possible exception could be for service animals. Which is a whole other can of worms.
